Prior to the year 1906, the government did not take responsibility for maintaining the vital records of the people and it was up to an individual to make sure they held on to their own birth record. As a result, the only birth records available to are those created after 1905. Luckily, the government has since taken responsibility for the record keeping, making it easier for those 18-years or older to obtain a copy of their birth certificate.
